Finally had some time to work on this problem and discovered that the SCL and SDA lines were not that nice after all. On the scope, it looks good in zoom out to interpret the I2C message, but in zoom in, I noticed major undershoots from the master. I modified the drive on the signals and now the chip is answering correctly.
