It's an excellent resource on anything video and readily available from Amazon
Check out VESA formats to see what H & V sync look like. DE is normally generated from H & V so the reverse should be possible from DE and FRAME.
The ADV7511 is basically a parallel to serial converter. I am not sure if you even need H & V sync. It would be interesting to try. Just replace VSync input with Frame and tie off HSync and run it in DVI mode.
I'd get a ADV7612-7511P evaluation board to test it out.
