you could use a SEPIC-CUK topology with the ADP1614 as described in this app note.

An Improved Topology for Creating Split Rails from a Single Input Voltage

Generating +/-22V and followed by LDOs would give you a low noise solution.

For LDOs you could ADP7182 and ADP7118, unfortunately for now the LDOs we have are limited to 200mA at those voltage levels.
