Unfortunately you wont be able to implement this project with a Webpack license. You have two solutions.
1. You can download an evaluation license (for 30 days), get more familiar whit the tool, and in the end you can just delete those IPs, which are not supported, or if you need it, you can buy a full license.
2. Or you can delete those IPs now, if I'm not mistaken (I never tried to run these projects with webpack license) you going to need to delete the ILA core. You need to modify the ./fmcomms2/common/fmcomms2_bd.tcl, by deleting the following section.
Either way, if you delete the ILAs, you can not check the reception lines using Vivado Hardware manager.
