CCES is not $5000.
If your need is production programming the flash, then the best tool is our dspFlash programmer. This is exactly what it is intended for. It does not use either VDSP or CCES. It comes with a Windows program. If you are going to do code development or modifications, you are going to want CCES & and an ADI ICE. In the USA, this is $1145 assuming an ICE-1000. This should be adequate for your situation.
