1. Yes, you can cut that part of the ADIS16IMU1/PCB off. If you have one, you should be able to see where all of the traces are, as this is only a two-sided PCB.
2. I am not 100% sure of what you are asking.  Is there specific information on the ADIS16IMU1/PCBZ design, which would be useful for this?
